Unfortunately, boring the holes on government land would be considered "ground disturbing activity" which would invoke the requirement of a NEPA for the project. The NEPA would most likely cost much more than the accepted method. Brew Lake beds may be subject to special regulation? In any...

Where I was raised, Labor Day called for a parade, buffalo BBQ and rodeo followed by a dance at the town hall and saloon call.
