Here is part of the November 1890 Sanborn Fire Insurance Map, showing Block 21 on the north side of Washington Street, with the Capitol Building outlined in red.

North is to the left in this image.

The proprietors of the four businesses in the Capitol Building are also listed.

Here is Block 21 again, this time oriented with north at the top of the image.

I've placed a red dot in the restaurant leased by Julia Thomas and underlined the address.

Note that the address of the restaurant was 14 East Washington in November 1890, and that there were indeed both odd and even addresses on both sides of Phoenix streets at this time.

Note that address assigned to the store Julia had leased had been revised to 26 East Washington.

The jewelry business shown on the July 1901 Sanborn Map was actually known as the "Phoenix Loan Office and Jewelry Store", as shown in the 1903 Phoenix City Directory (page 98):

And this article (the final one I plan to post for now) appeared in the Phoenix Enterprise newspaper on 8 December 1900 (page 4 column 1), concerning Julia Thomas and the fact that her store was located where "The Phoenix Loan Office" was located:

This article was printed over eight years after Julia had gone out of business at the Capitol Building, but even then folks still remembered her store being there.

It appears that the Sanborn map is incorrect, since subsequent ads in the paper clearly show what is at that address in June, 1901, as in later ads.
