I live in the desert southwest and thought I had all of the plants around here memorized. I was surprised to find 4-5 of these shrubs along a roadside a couple of weeks ago, blooming in the blistering heat. The flowers are actually tiny and white, but under them bright chartreuse.

In which part of the desert did you discover these shrubs? That might help narrow the search.

I find plant id challenging. Roadside plants could also be non native esp if there were any rains in the previous month. There was a good site that walked you through narrowing it down by choosing plant features one by one (instead of an almost useless text list). Maybe one of these sites:
