In order to successfully prosecute OHV crimes, a clearly visible ID plate is necessary. As it is, even if riders are identified by the color of the bike and color of the jersey, that is not enough evidence to convict in a court of law. Riders know this and do not have an incentive to stay on designated routes.

If you support enforcing the laws, consider supporting legislation requiring OHV's to display a clearly visible plate and making OHV owners responsible for all actions done on the vehicle.

Sal, the only reason huge license plates would be necessary is if a rider didn't stop for a LEO when summoned.

you mean if I take a video of you riding through my NO TRESPASSING signs the plate wouldn't be useful?

Sal, what is the law on that? Would you have to bring charges against the trespassers? Or, if you turned the videos over to LE, can they in turn issue a citation? What if the ID was for a vehicle that is not registered in the jurisdiction of the LE? These are real questions to see if your plan has merit for further consideration.

Something tells me all these things have already been considered by DMV. Yet, Sal seems firmly convinced that the only thing that has caused failure in the past is the absence of .... Sal.

newsflash! the DMV does not have the final say on this issue--the legislature, governor and courts do.

What is needed is a state ordinance requiring visible ID on OHV's and requiring the owner to be responsible for all actions done on the vehicle--just like cars.

Legislative Counsel's Digest

(9) Existing law requires the Department of Motor Vehicles to determine
the size, color, and letters or numbers of the plate or device issued to an
off-highway motor vehicle for identification purposes.
This bill would require the department, in the design of the identification
plate or device, to make the identification number the most prominent feature
of the device.
The bill would require the department, by July 1, 2009, in conjunction
with the Division of Off-Highway Motor Vehicle Recreation of the
Department of Parks and Recreation, to report to the Assembly Committee
on Water, Parks and Wildlife and the Senate Committee on Natural
Resources and Water, regarding recommendations to improve the
identification of off-highway motor vehicles. The report would be required
to, at a minimum, examine the benefits and challenges of certain options
related to that identification. The department and the division would be
required, in preparing the report, to work with vehicle manufacturers to
evaluate feasibility.

Many times, people named Sal end up stealing vegetables from the local grocery store. It's true. Ask any BLM Ranger. What is needed to combat this problem is huge legible rodeo numbers pinned to the shirts of everyone entering a grocery store by the name of Sal. That way, we can all identify them, video can be taken, and the evil perpetrators can be apprehended and prosecuted for this dastardly crime. Society is clearly on the side of produce advocates when asked about the pervasive problem of people named Sal violating the rights of the public at large to go and select the vegetables they want in peace and quiet. They deny the devastating effects of their recreation on the rest of society, and on the grocery store landscape. They advocate illegal produce pilferage. Yet, they persist. When challenged by law enforcement, they run and hide with their high-performance grocery carts, and escape prosecution. They regularly remove and discard the "don't steal the produce" signs put up by local grocers.

If they would only agree to wear these large and legible rodeo number bibs whenever they enter the grocery store, they could end the calls for a total ban on the entry to grocery stores by people named Sal. But they won't do that. They know they can be positively identified behind their flashy apparel and beards in the produce aisle with these numbers. So, they fight the idea. If only they would cooperate with us, they might find it easier to keep grocery store produce aisles open to all users.

Brew--though this issue has been brought up before--we will continue to bring it up until it is passed.

Did you ever see the movie "Amazing Grace"? about the many attempts to outlaw the slave trade in 19th century England? The law finally passed, 60 years before the Emancipation Proclamation.

There is a right thing to do and a wrong. Everyone that sees the issue in terms of the preferences of the American people sees that the issue of licence plates for OHV's is a necessity. It's only a matter of time.
