With the downturn in the economy, many companies are using the time to update and refresh the look of their websites, in hopes it will bring new business. Most are contracting with firms that are recommended to them for such things by someone they trust. Many executives of small businesses have informal groups to which they belong, mostly made up of executives of other small firms like theirs. The purpose is to exchange information like this, on who has provided them with an advantage over their competitors, or satisfied a need they had beyond their expectations. Many of these small businesses are outsourcing such things, as they no longer have the manpower in-house to complete these tasks, or don't want to take valuable resources from other money-making tasks. Perhaps the company for which you already did some work would have a few references.
Just an idea, but you might consider enrolling in some of the more prolific professional online registries of business people such as LinkedIn, etc, so your name gets maximum exposure. Same with online resume posting in places such as Monster.com.
